With something that size you *need* binders.  Given the chemicals used 
in preparing recycled paper I am not convinced it is that "green".  If I 
were receiving a proposal that was cheap in presentation I would wonder 
about the care with which the work had been done and the quality if the 
proposal were accepted.

I thought this proposal had involved a trip to Canada this past weekend.
