Yes.  In both dioceses where I served, Diocesan Council (or Bishop &
Council) was the smaller body that met in the interim between annual
conventions, usually bimonthly.  And I've nearly always heard the singular
as dye-uh-sis, and the plural as dye-uh-sees.
