bookmarking for future reading... CA is really a leader in many conservation 
efforts... I remember that NY and CA were on the forefront in '74 in 
embracing the EPA, and really taking all that it stood for seriously.  I am 
constantly ashamed to be living in a state that has been in almost total 
noncompliance for 40 years AND continues to play the 'costs will rise' card 
whenever anyone in state government talks about being forced to comply with 
Federal regulations... sigh.
