Certainly the national church will decide on whether she can function
at any altar anywhere in TEC, but in the end, my understanding of the
Consecration/Ordination Sacrament is that she is ALWAYS a bishop, 
whether she functions as one or not.
 
It's similar to Baptism.  My understanding is that one cannot be  
un-Baptised.
You can become a practicing Moslem, but you are still "Christ's own
