Very characteristic of much of Germany, as well.
 
A reason for the downpours one frequently experiences in North  America
is that there is much more precipitation throughout the eastern half of  the
continent than there is in much of Europe.
 
I know little about the UK, but despite the lush vegetation in Central  
Germany,
for instance, they only get 20 or so inches of precipitation per  year.  
Where
I am in NE Pennsylvania, the rainfall average is around 50 inches per  year.
There is just more rain and more downpours.
 
The relatively cool climate of much of Europe renders the modest  rainfall
very efficient.
