I felt the same way James. The "explaining" said it all. I'm not usually impressed when people parse the subtle differences between a reason and an excuse.

But he cannot get around the fact that he voted no.  Fair is fair.  If you
know your vote is counted as a no, then your vote is a no. Abstaining is
pretending to be on the fence; no way was he on the fence at the end of the
day; he voted against.
