I first began to hear this change when visiting seminary Eucharist services 
in the early '00s, and then began to say it myself at my somewhat 
conservative former parish. Under the former Dean at the Cathedral, where I 
now attend, some of the priests would say it if they were the 'main' 
celebrant, but now none of the priests say it from the altar any more... not 
too sure about the PIPs (people in pews...)
