The frozen substance that passed for Italian ice cream when we
lived in Germany in the 1960's was more like a cross between sherbet
and ice cream.  There didn't seem to be anything offered that  resembled
"gelato".
 
In those years we were advised that any dairy product could be
a source of infection with TB and brucellosis (undulant fever), since 
at the time, Europe in general had tainted cows.  Maybe it was  just
US Military propaganda.
 
It seems that is now cleared.
