Justice Scalia's dissenting opinion comes across to me as bitter and 
twisted.  This is a federal law which surely should extend its benefits 
to all citizens and not just those whose sstae legislatures agree with 
what Congress has decreed.  If a particular state decides not to effect 
what the federal government has enjoined why should the federal 
government not step in to remedy that lack - including the credits to 
which those in other states are entitled?
