This is only true in England, where the C of E is the state church. It is not even true in Scotland or elsewhere in the Commonwealth, and certainly not true in Canada. My obligations as a priest in the Anglican Church of Canada are governed by the Marriage Canon of the Anglican Church of Canada, my Bishop and the province in which I operate, none of which require me to marry anyone under any circumstances.
