Looking back over your original post, Jay, I think this will quite likely
sort itself out. If the bishop has appointed a PIC instead of having them
get an interim, he's probably aware of the needs there. And they could go
from a PIC directly to a rector without an interim, should the bishop
choose. The PIC could also be called as the rector after a time, if the
congregation wanted him. But the PIC serves entirely at the pleasure of
the bishop and for as long as the bishop wants, generally with a renewable
contract period. In our diocese a PIC is generally expected to be in place
for 3-5 years.
