When I was employing a home health care service last year I discovered 
that changing agencies does not significantly change the pool of people 
who were sent to us.  Almost all of the people we dealt with worked for 
more than one agency. I hope it is different in Atlanta, where there 
might be a larger pool of people willing to work for the wages that the 
agencies pay.
