[Magdalen] Gerrymandering was Canada's election

Redistricting is supposed to happen every ten years after the census. It is not 
the random occurrence Sibyl implies.

The average number of constituents  in a district is  710,767.  But Montana with 
one Congressional District has 994,916.  Rhode Island, OTOH has 526,283. That's 
because Congress has limited itself to 435 members, but the districting is 
within a state only. It's also the reason that the number of Congress members in 
a state with a stagnant economy (like Kansas) tend to lose members every ten 
years.

California, with a vibrant and growing economy is up to  53 Representatives. - 
12% of the entire House.
