Of course (s)he can't do a lot of stuff because of the fallout, but in fact
they can do pretty much what they want, so they find something that not
many people will know enough about to be bothered about, and make their
proclamation there.  Like your silly bishop who wants to micromanage his
deacons.

Reminds me of a bishop I used to know. He did his best, but apparently
didn't care for deacons, bless his little heart.
