I understand that uears ago one diocesan bishop did not sens on the 
personal file about a proest moving to another diocese until after the 
priest had been formally installed in his new parish.  Normally this 
would be sent some weeks before so the receiving bishop had sight of it 
while preparing the institution sermon.  When he did receive ir he 
realised why the sending bishop had held on to it.

Not very good for fraternal relations between neighbouring dioceses.
