I disagree. The American penal system  is an extension of that old Jim Crow 
canard,, "if you give them Civil Rights, first thing you know they'll rape your 
daughters!"

So much of the criminal justice system seems based on the premise of clearing 
African American men off the streets.

And that ties into the notion of white cops who live in the suburbs keeping 
"order" among the poor of color.
