One archaic aspect of time off ("leave") for at least the clinical
groups at the VA was the old paramilitary system whereby, as in
the Military, one took Friday and Monday off, one forfeited the
intervening Saturday and Sunday as leave, too.
 
I got used to working with this system, under which I had 30
days vacation ("annual leave").  Then, due to much system wide
complaining, the leave time was changed to the non-Military
system (taking Friday and Monday = 2 days leave).
 
With no discussion, however, our vacation days were cut, in my
case down to 26 from the 30, as if to punish us for complaining
in the first place.  Except I didn't complain!
 
The occasion when the VA System should have gone on emergency
only status IMHO was 9/11, but it did not.  I think in that regard it  was 
the
only Government agency that did not make some change,and nearly  all
closed for a couple of days.  Instead,at VA we walked around for  several 
days
like zombies, as did the patients who managed to trundle in for
appointments on those days.  The closure  for other  Government agencies
was probably a free-be for workers, but not the VA!
