Early in my married life, having moved to Syracuse, shortly before the first Cuomo was elected governor of NY. The economy was in the tank and one of the first things he did was significantly increase the licensing fees for ALL licenses - from hairdressers to the other end of the spectrum professional types like engineering. Effect at raising money but mostly on the backs of those who could least afford it.
