Not if it's free. In Kansas, your driver's license is enough to do the 
job (even an expired one), several other forms of photo ID will do it, 
and if you don't have any of those, you go to the Driver's License 
person in the courthouse, and they take a picture like they do for 
drivers, and you don't pay money for a simple ID.
