[Magdalen] Retired clergy (was Re: Epiphany)

All retired clergy who are canonically resident in this diocese have voice
and vote at our diocesan convention.  If elected, they may be clerical
deputies to General Convenbtion.  I am not sure whether this is, or is not
the rule in every diocese.
