That is possible, though I would have expected them to change into 
civvies on location.  I recall when I first arrived in Chicago and got a 
cab from the syayion there were several police cars around the hotel 
shooting a scene.  A couple of days later while on foot I gad to divert 
to reach my hotel because they were in the middle of a shoot.
