There are - the ISPs who would like to be able to sell faster speeds to 
certain organizations who would be willing to pay (and charge their 
customers) for a faster download speed than is on offer generally.  
Think those who want to stream video which is very data hungry and so 
would disproportionately reduce speed for other users.
