[Magdalen] free photo programs?

Is anyone using a free photo program that they recommend?

I am trying to create a jpg where I end up with a 4 x 6 photo which is 
actually a double of itself, containing 2 identical images that are now 4" x 
3" on one 4 x 6 'photo'.
