I think you are right. As I understand it a number of cathedrals had
their own rite abd then the Council of Trent developed what was intended
as a universal rite (Tridentine) to stress the unity of the Church in
the Counter-Reformation.

This Rite may have been associated with or begun by the great cathedral at Salisbury which was once a community named Sarum.
