Remembered how the sack cloth color is referred to - Lenten Array.  It is turning up in more vestment catalogs.

I think you are right.  As I understand it a number of cathedrals had their own rite abd then the Council of Trent developed what was intended as a universal rite (Tridentine) to stress the unity of the Church in the Counter-Reformation.
