[Magdalen] Canonical residence

Judging by the voting figures in the episcopal election there seem to be 
significantly more clergy canonically resident in the Diocese of 
Pennsylvania than there are parishes.  I believe all clergy, wherever 
they happen to live physically, have to be canonically resident 
somewhere.  What about retired bishops?  How is their canonical 
residence decided?
