I simply cannot understand how people can abuse animals like this! But then, I cannot understand how people can torture and abuse human beings, either. I had to unfriend a person on FB, because she was an animal lover and advocate, and she was always posting pictures of horribly abused animals--sometimes several a day. Her goal was to raise people's awareness and get contributions to various animal rescue organizations, but after awhile I just couldn't stomach the pictures.
(That's not a criticism of you, Mike--this was a very hopeful little video.)

The officers were heartbroken when they saw the condition of the mom and her young pups – they were dehydrated, extremely thin and suffering from severe hair loss, and raw red patches covering much of their bodies.

They are now receiving treatment including medication, regular medicated baths, and antibiotics to help with secondary bacterial skin infections and to relieve discomfort (see a heartwarming video of their first bath! -- http://tinyurl.com/gruo4l9 ). The mother, named Josie by SPCA staff, and her pups Juliet, Stanley, Hermie, and Stella are also receiving some much needed love and TLC.
