House candidates also have more homogenous districts than an entire 
state offers so they can be more focused on the cons=cerns of a tighter 
demography rather than needing a broad appeal.  2010 does not help 
either as state legislatures have redistricted to their own (majority of 
them are Republican controlled) advantage.
