Actually it was changed in 1947 to the Speaker of the House, followed by the
President Pro Tem of the Senate, and the Cabinet officials in order of the
creation of their office (i.e., Secy. of State would be next). See

Hair was wrong on many points, although at the time the Secretary of State
was next in line after the VP. That was changed, I think, in Bush Sr admin
so the succession would follow to an elected official.
