Unless they've changed the setup, traffic circles, or whatever you  wish
to call them, in France and Belgium (they are rare in Germany) give  the
right of way to traffic entering the circle.  This is very  nerve-wracking
and dangerous IMHO.  IOW one is driving around the circle and at  the
same time is beset with speeding traffic entering.
 
Another peculiar aspect of French and Belgian vehicle laws is the
requirement to drive through urban areas with only parking lights
on.  If you have your lights even on dim, you'll be blinded by  the
flashing of oncoming vehicles.
 
As to the worst city for driving, that would be Rome for me.  They  are
so emotional, and if they wish to pass you they will do so even on  the
sidewalks.  Chaos.
