I've only been at the airport, so I wouldn't know about zoning
in Houston.  However, when the plane came in over the
city, there appeared to be a marked difference in the vegetation
with the east half of the city being forested, and the west half
being shrub land - a sort of Texas Piney Woods meets
the drier land to the west.
