1)  Look everywhere it should NOT be.
2)  Wait an hour, whilst doing something else.
3)  Look everywhere it SHOULD be.
4)  Look again everywhere it should NOT be.
5)  Take a break.
6)  Etc.

I found my Flood Insurance Study vol 1 yesterday just several inches from where it was supposed to be, AFTER I ransacked the entire unit looking for it.  Reached for something else nearby, and there it was.

And yes, praying.
