I link this dictum with what is happening at the EPA. We are talking
about the Centers for Disease Control and Prevention. It is quite
feasible that a loosening of pollution controls could lead to a
situation where the health of vulnerable groups in particular would be
threatened by the ingestion of some pathogen. The scientists at CDC
would make a science and evidence based assessment of the risk and wish
to alert said vulnerable groups to the risk and how they could mitigate
it. An example would be the spike in infections related to backyard
raising of chickens.
http://www.cbc.ca/news/health/chickens-cdc-illness-1.4364291 The report
includes this sentence about salmonella infection "The bacteria often
cause flu-like symptoms, including diarrhea, and can produce more
serious infections in children, the elderly and people with weak immune
systems." That is three vulnerable groups.

It is also quite plausible that new drugs or chemicals for agricultural
use will be developed that have a deleterious effect on fetal
development. The CDC miught well wish to draw attention to this if the
EPA under its new Director is unwilling to curb the use of these chemicals.
