[Magdalen] Repeal without reform?Congress decides to repeealthe ACA

My understanding is that Congress can completely repeal the ACA only with a 
bill which would have to endure a filibuster. Meaning, they'd need to have 
60 votes in the Senate, which ain't gonna happen. Which is why they're going 
through it piecemeal, with money-related things which can't be filibustered.

I may be wrong, and invite correction.

But the bill under consideration isn't just for repeal, is it? That's why
it's not getting anywhere.  If they enact a bill just to repeal, could that
take effect immediately?  I guess that was my real question.
