No, it's not legal. However, if FedEx doesn't know what's in the package, it
probably won't be a problem.
I discovered this once when I came down here to MA and forgot my Rx's. Lee
overnighted them via USPS to our neighbor, not telling USPS what was in the
package. (None are controlled substances, BTW).
