You need to understand what this all means to the GOP.  After 8 years of bitching and promising, if this fails, and especially with all of Trump's other problems, ... near collapse of the party's influence, if not total collapse.  And with being the reigning party in DC, it means 2018 is fraught with disaster for them.

A vote without being sure ahead of time, would mean abject surrender without at least trying to go down fighting.  (Not that that would help by now, considering how the country speaks nearly with one voice these days about "repair, not repeal".)
