This is exactly what South Carolina did twice.  First, Charlie vonRosenberg
was put up by a steering committee that acted as a standing committee (we
weren't an official diocese at that time).  All this was done with the
permission of the Presiding Bishop.  The convention of newly named TECSC
(The Episcopal Church in SC). The second time, a committee of the standing
committee did a search - closely led by Bp Clay Matthews.  I was on the
committee that lifted up one person for the standing committee to vote on.
We chose Bp. Skip Adams, retired of CNY.  The convention voted unanimously
for Bp Adams.

They are called Bishop's Provisional.  The definition in the Episcopal
Church glossary did not fit our situation, nor yours (from what I know of
your situation).  So, I don't know why that particular name.

Good luck with this...it may well be a very good thing for VA.
