There is an increasingly small percentage of Finnish citizens
who are ethnic Swedes, and speak Swedish at home. I think it is
now less than 10%, though it was much higher a century ago.
Swedish is, however, a co-legal language in Finland, and all government
business must be in Swedish if that is desired.

being annexed by Russia in 1809 and declared independence in 1917.
Thereasfter it developed strong links with Sweden.
