I am not aware that there are any climates where tulips are dependably perennial 
and come up annually true to type and cultivar.  They have to be replanted every 
year in order for the complete color, type and form to manifest.  Even the famous
Dutch bulb display garden, Keukenhof, does a yearly replanting of the tulips.
The daffodils are a different story, and are truly perennial.  They multiply and
keep true to form.  And the deer don't eat them.  Remember Lady Bird Johnson
(the USA President Lyndon Johnson's wife), and her campaign to plant "drifts"
of daffodils along the freeways of Washington, DC?  Those drifts are still there
and larger by the year.
 
On the subject of LBJ, I have read that his extramarital sexual activities
were quite extensive.  In those days, no one bothered to complain.
