I do not know the precise answer, but I think money is one reason.  I do
know that the plan is to have a diocesan bishop in two years or less.  And,
I sense - don't know for sure - the advice from 815 is to go slowly,
building a firm foundation.

When Bishop Lawrence left The Episcopal Church, there were about 30,000
members.  +/- 23,000 left with Lawrence.  The Episcopal congregations in
South Carolina have made slow, steady growth since, but the diocesan
coffers were bare after the schism.  Restoring the diocese to a smooth
working order has taken time.  The litigation has taken money, but not
nearly what the Lawrence church has spent.  We have been very careful not
to waste money on that.
