While the requirements to be met are federal standards the actual issuance
of ID cards (driver's license or non-driver ID) are done by each state and
procedures will vary as Chad noted. I went and got my Real ID Driver's
License last fall at a PA License Center and it went pretty quickly. A few
weeks later I took my wife to get her non-driver Real ID and it took about
three or four times longer, mainly because more people were in line that
day. However, trying to do it now would likely be much more complicated due
to the current restrictions. I'm glad we got it done when we did just in
case we ever get to use them.
