This is all your ISP's doing. They call it "traffic shaping".

This is exactly what the "Net Neutrality" movement was trying to 
prevent, and the court ruling that ISPs are allowed to do this basically 
means you are screwed. Very few people understood what "net neutrality" 
meant, so the courts chose to remove the requirement that networks be 
neutral with respect to traffic.

This might sound crazy, but the fastest way to upload your video is 
probably to put it on a USB drive or laptop, then go to a Starbucks or 
public library and upload from there. The parking lot outside the closed 
Starbucks or shuttered library will probably work.
