One church where I was the assistant agreed that they would tithe from the money they raised for their capital campaign and use it for outreach. I’ve heard of other places doing the same thing.
The thing about not pledging is that I can’t understand how you can do a budget if you don’t know how much is coming in. But they said they can estimate it.
