When was that?

My grandparents gave to the church, but also to the community
via various fraternal societies, supported the local hospital (my
grandmother paid many hospital bills for poor mothers),
supported various museums and the atnenaeum. And my
great grandparents did the same.
There was no federal funding for the arts back then.
