I'm not sure a dozen Spanish language hymns constitutes "bi lingual."

Parishes with a substantial Spanish-speaking cohort (or all-Spanish with money 
or a supportive Bishop, at least <g>) use the official TEC "El Himnario" which 
offers a full selection of hymns and service music. I've used my copy in joint 
services with St Andreas in Brooklyn.
