I think the only question here is about preaching. If there is a sermon, it is only supposed to be given by a licensed lay preacher, unless one of the prepared sermons from the national church is being given.
I know that is regularly disregarded, but that's the rule, at least in our diocese.
Obviously, if there's no sermon, anyone can lead Morning Prayer.
