Talkatone is US-based, comes with a US number, for use over wireless. I 
have used this (with an iPod touch, no cellular connection at all), and 
even for calls to US numbers from a café near the London Eye, et al. 
Android and Apple versions available. /Not /helpful for European 
numbers, to or from, at least last I checked.
