Essentially it is not a matter for Parliament in the first instance.
David Cameron, to try to buy unity in his own party, promised a
referendum whose result he would abide by. That has happened. All that
is required now to set the process in motion is for him, on behalf of
the UK government , to write a letter to the EU President.
