This was a National Forensic annual topic one of the years I was in
high school.  It was something like, "Resolved, that the  Presidential
election should be by direct popular vote."
 
As I recall, the arguments for retention of the present system  (Electoral
College) are based largely on keeping away small, splinter parties.
