I thought the position was that ut has to be mailed by Election Day 
which is why they can't do a final count until some days later to allow 
ansentee ballots to arrive.  Either way posting early to allow for 
postak delays is sensible.  I have seen suggestions that Virginia may be 
in play as a swing state this year.
